Hope I'm not posting anything bad, but it there any way to download 3DS roms directly from the Nintendo 3DS browser itself?

Sorry but that is not actually possible . ROMs usually need a flashcard and also there is no way that the 3ds can handle downloading ROMs because the browser isn't exactly the best so yeah there is no way . Only through the Nintendo eShop or through flashcards ( though its not recommended because using online play with this can get your NNID banned and others :/ )
