What is Primal Reversion?

So I have been wondering what is primal reversion?,can any pokemon do it or just legendary pokemon that controls the four elemets?Do you have to get an item and how is it similar to mega evolutions?
 
It's for Groundon and Kyogre only. Groudon needs to hold the Red Orb and Kyogre needs to hold the Blue Orb (both are obtainable in both OR and AS.) Each battle, the first time they are sent out, they will transform into a Primal form that is more powerful than normal. However, as they require an item to use it, which is not consumed after transformation and cannot be swapped with Trick/Bestow/etc., they are effectively itemless.
 
In the lore, it's Kyogre or Groudon reverting back to how they were in ancient times, gaining all the power they had back then. Playing the games and reading the speeches by the team leaders, and Steven Stone.
