I Believe Volcanion Will Be Realeased During September Early September and gen 7 will be announced in august
 
I beleive he may never be announced. Smealum was the website that uncovered it and the discovered it by hacking. Out of spite or lack of preperation, nintendo may never release it.

That being said, they may release it soon or in 20 years. No one can know for sure unless smealum gets back to work:)!
