For the upcoming games, as well as better hardware I would say PS4. Persona 5 and Final Fantasy XV are probably going to be the best games of the decade and they're both coming to PS4.

People don't say the PS Vita because they think it's bad. The games are remakes and there are not that many good games in my opinion. I think Sony won't even make more handhelds because the PS Vita didn't sell well Why the PS Vita Will Be Sony's Last Handheld (SNE) but this was September of 2014 and there are making more games on the PS Vita now so maybe opinion will be changed.

Xbox One for sure but the PS4 is also a top competitor. the xbox is expensive though and is almost equal but just edges it over the PS4. these are my views and I know many will think otherwise..But I always LOVED XBOX!!

I prefer the 3DS. I'm often not at home, so it's nice to be able to play on some games wherever I am.
