I usually put HM moves onto pokemon I use a lot, but in battle, I don't think its very useful tho. Surf is the move I use a lot and Thats because it hits more than one poke. Speaking of best I always put it on charizard or swellow. On XY I used it on charizard, but on ORAS I used it on swellow.

I personally use it on Pidgeot, since it can learn the best ones (in my opinion). I know I use Fly a lot and especially in X since I am breeding Pokémon a lot and I have to go to the tower. So that's my choice.

Ha ha ha poor poke slaves... I use it on talonflame for the story not for competitive battle but if I would use him for competitive he would NOT have fly and my second choice would be Salamance he is just so OP mega evolved and why isn't altaria up there huh... huh... huh... fairy and dragon...WHHAAATTTT! I saw it coming though when they first made fairy types in Pokemon x and y that altaria would eventually be a fairy type.

I think it depends on what kind of Pokemon you need. A Dragonite or Charizard is pretty nice to use. Pidgeot is pretty good too. I don't use fly though I just use Eon Flute with Latios in ORAS. It is much easier than dragging around another HM move. Why do HM moves have to be deleted by move deleter? Why can't we just delete them like TM moves? It is kinda annoying which is why I don't carry a fly pokemon anymore.
