I had recently tried to play against my brother so we went to local play and waited it to connect. After 10 minutes, it still hadn't connected so we gave up. Can anybody help?

Make sure that you have the right settings and have the knowledge of who created the room and who is joining . You can't have both making the room or both trying to join simultaneously . One makes the room and another joins in . Other than that if that doesn't work , try registering Friend Codes and if THAT doesn't work you can try to check with other games to see if there are any problems with your 3ds'

Okay, I'll try that. Thanks for the help!

another problem that could possibly happen is that you and your friend have different versions of Super Smash Bros. for 3DS. (ex. one has 1.0.4 and one has 1.0.5) PS version 1.0.6 coming soon

I am pretty sure that your question has been solved, but anyways. Make sure that your version is up to date. Keep in mind that people who have the updated version cannot play with people who don't. Also make sure that everyone else has the same version as you do so that way you can connect.

you have to make sure that you and your brother have the same version on smash 3ds, otherwise, you won't be able to connect locally and online, for smash Wii U in order to play online,it needs to be in the latest version, so make sure you get the update downloaded before you play locally. i have that same problem when i first try to play locally with my friends at school and i told them to download an update, but since they don't have internet, they give me their smash 3ds game (i told them to put their name tag on it so that i don't get confused on which game is mine or theirs) so once i updated their game and we play smash all day long.
