Why is Pokèmon a cartoon?

Whenever I see a Top 10 list about cartoons and one of the rules is "no anime", why is Pokèmon in the list? Anime is a cartoon from Japan and mainstream society considers cartoons as western animation. This always confused me because Pokèmon is from Japan and its being considered a cartoon. I'm not mad, just confused. Why do you think Pokèmon is a "cartoon"? Maybe because of nostalgia? But that still doesn't make sense, I'm sure people can tell the difference between an anime and a cartoon.

Well i can of do, and many of my friends calls Pokemon an anime.
But the diference between anime and cartoon it's more that nothing from where they come.
Anime = Japan Animation
Cartoon = Western Animation

My guess would be that Pokemon became so popular in the West, it bypassed this rule. The same thing happened with Dragon Ball, (especially its sequel, Dragon Ball Z). Anime and cartoons are the exact same thing, the only difference is their origins.

Do you have sources? I mean, I have no idea of which top 10 you're talking about. If you're talking about a top 10 on a random board made by a kid, it's quite different from a top 10 made by something official too.
