Okay, now this is definitely a weird glitch. .-.
For any of you who actually wanted Waluigi in the game, this won’t solve your problem, but it will at least spawn infinite Waluigi’s. Yep, I said it. According to this video, if Isabelle and Villager use their fishing rods at the same time to try to snag an Assist Trophy, Isabelle (being the fastest) will snag it first, and continue to use it over and over!
