Yo Kai watch 3 I can't find a Yo Kai help

I can't find sgt burly in Yo Kai watch 3 using the same strategy as I did in Yo Kai watch 2 do you get him a different way in this game or am I doing something wrong
 
Turns out he is a storyline Yo Kai oops
