How to get/fuse Lucifer in Devil Survivor 2 Record Breaker
The only way to get Lucifer is by fusing Metatron the divine and Loki the tyrant. Metatron is a level 74 demon while Loki is a level 61 demon. You can quickly find them by opening the fusion app from the main menu and search by level.
Of course, the protagonist must be level 99 to even get Lucifer by fusion in the game.
