40 underdog (fully evolved) kanto pokemon

This would be a fine Gen 1 list but I would kinda disagree a bit if these Pokemon were outclassed by others competitively like say Pidgeot or Belly Drum Extremespeed Linoone instead of Raticate, but it doesn't matter as this is your list and you did a good job describing each of these Pokemon in detail. I'm glad Butterfree made it on the list and I hope at least it gets a Mega evolution to match it's counterpart in the near future.

#16 Dugtrio
Design: This pokemon gets a lot of hate for being unoriginal. diglett x 3. I ca n see where people come from. I can't defend dugtrio about its design. At least diglett is sort of cute.
Ability: Sand veil (see sandslash) Sand force which increase the power of any rock, steel, and ground type attacks. Dugtrio has no access to any steel type moves which is a bummer. Arena Trap prevents fleeing or switching. It just like shadow tag but more annoying. This is another reason why people hate diglett/dugtrio. In gen 1, there is a cave called diglett cave where almost if not all digletts had arena trap. You need repels or you'll have to battle...every...one....of..them. Xd.
Movepool: Dugtrio's movepool I find meh. The good moves I know he can learn is Earthquake, Shadow Claw, Night Slash, Slash, Facade, Sucker Punch, Rockslide, Stone Edge, Stealth Rocks and Giga Impact. I only mentioned physical moves because dugtrio's spa is really low.
Stats: 80 on the ATK which isn't bad but there are alot of better sweepers. 120 on the speed. That's actually good. 50 on Spa and Defense and 35 on the hp. If this pokemon get's hit by a physical move, There's a 15% chance it'll live. 70 on the spd is mediocre.
Conclusion: Everything about Dugtrio is meh or bad. (except for speed), I wouldn't recommended this pokemon unless you want to troll the opponent with arena trap. It can set up SR but any other better rock and ground type can do the same thing.

#17 Persian (I'm attempting to update more)
I really like meowth mostly because of the anime.
Design: Persian is cute and cool at the same time. Though The cute and cool award goes to chenaught. I don't know why but I find chesnaught to be cute. Persian is a simple design and I love it. You may say it's bland but less is more.
Ability: Timber which could conter the paralyzers. Considering paralysis cuts a pokemon's speed and persian is pretty fast, who wouldn't paralysis him. Technician boost the power of any move that is <61 base power. That means a move like fake out would do 60 plus stab equals 90. It's like an unstabbed flamethrower. A move like swift woukd do 135 base power with stab. Unnerve prevents the adjacent pokemon to use their berry. That is a counter to sitrus berry + belly drum >:D.
Movepool: Just like any other normal type, this pokemon can learn a buttload of good moves. Fake Out, Slash/Return/Facade, Night Slash are must haves. There are troll moves like taunt, swagger + foul play + high speed, embargo, and Assurance.
Stats: What may ruin it's potential somewhat was it's stats. 115 on speed is great but everything else isn't good. Delcatty stats are similar except slightly worse. At least delcatty had an even better movepool. This pokemon should get mega so it's not mediocre.
Conclusion: Persian is really good in alot of areas but those stats man.... ruined alot of sweeping potential. Not to say it's unusable but you have to be really careful. It's like a normal cat version of gredninja. Frail but high speed. Only difference is that gredninja have GOOD STATS. I love you persian but you need a mega NOW.
