You can soft-reset for Kyogre in ORAS. You just save ur game in front of kyogre then just keep on SRing (L-Button,R-Button and START) until you encounter a shiny kyogre (Works for almost all legendaries) Note: Soft-Reseting is the same as if you turn off ur game and started it up again, But SRing just "restarts" the game instead.
