Emboar is not a common thing, so you'll probably have to wait until PokeBank is released. I'm sure you'll find something great that you like other than the Emboar.

Actually, that's not really true given that a bunch of pokebank pokemon slipped through because of Japan. While they're rare, they're easy to attain if you have the right pokemon to trade on GTS. So even though his save data kinda died and forced him to restart, if he tries and plays his cards right, he could easily get a new Emboar (through Tepig and evolution)
