I've seen my brother do stuff like this in notebooks where he starts a story, then decides what happens next with a dice roll (definitely not stealing from D&D
) But anyways, here's how it works:
Setting: It's the First Annual Pedia Hunger Games! Similar to the novels and movies, two tributes from each district are chosen (or in this case volunteer) to fight to the death in an arena with random effects being thrown at you at any moment.

One weapon to put into the cornucopia among other items (Within reason)

Just because you are from the same district as someone, doesn't guarantee an alliance with them. You may PM with your alliance members if you choose to have them, as long as I (Who isn't actually participating) am included to make sure everything is legit.
