Littering isn't arrest able in fact "Litterers can be fined up to $180 when including a subcharge of $80 USD and be ordered to clean a littered area in the community" So wouldnt his prison is earth and this all does not really matter?

You obviously haven't been to Singapore. US law is not applicable here.

How do you know dark links from singapore? "In Singapore, fines can reach $1,000 for first time offenders and littering fines range from $300 to $1,000 for first time offenders. Both fines rise up to $5,000 for third-time offenders with the possibility of facing jail time." He can still get out and even if singapore jail can't have forcefields
