Depends on what you use it for:

• Chansey with Eviolite item - http://www.smogon.com/bw/pokemon/chansey
• Blissey - http://www.smogon.com/bw/pokemon/blissey

Chansey with Eviolite has better bulk than Blissey but you lose leftovers recovery and you're basically screwed if you lose the Eviolite item (eg. trick, knock off, etc). Blissey is an amazing SP DEF wall but she's weak to physical attacks. Chansey on the other hand can survive some physical attacks and a lot of special attacks.
