For those of you who have Captain Toad: Treasure Tracker, this glitch occurs on Episode 1-17: Blizzard on the Star Express. It's really easy to do and takes little effort at all; the only difficult part is actually turning Captain Toad around without making him move out of his spot. This is nothing special really, it's just one of those pointless, but interesting glitches that are fun to do maybe once or twice.
How to perform: At the top of the platform (with the Star symbol), run right in between both the latter and the top rail closest to the camera so that you're kind of hitting the latter at an angle. This should make you fall straight down to the bottom of the latter; essentially ignoring it.
Once you move out from under the latter, the collision (so to speak) is reset, in which you will latch onto the latter again if you move near it.
