Nope. DLC isn't needed.

For Smash? All you need is a photo of all the characters including the unlocked in-game characters.

I do have a question regarding games like the 'Mario & Sonic at the Olympics' games and 'Professor Layton VS Phoenix Wright - Ace Attorney'.Since they have more than one franchise involved in the same package,if we post a screen with a complete status of said game,and assuming we didn't post anything related to those franchises in this thread beforehand;do we get an emblem of the two franchises within that game,or do we get a special emblem specific for that crossover alone?

For MH4U/3U, the quests I took pictures of are the last one you can do in the village, and you HAVE to do the campaign to access them. For PMD Gates, Kyurem is the last boss. I'm not sure if Splinter Cell is supported (I doubt it is), but that's me capturing the final guy. Also, the guy on the book is who I'm named after (putting your name on a piece of paper is too mainstream)
