Every Nintendo of (America, Japan, Europe) are different entities. They have different marketing teams too.

Its a NTSC 3DS, but I think it was meant to be sold in Asia or something.

It just says that the code is invalid o.o Wouldn't they say it if it had already been used? o.o

that sucks, no one would just buy a 3DS again if they already have one xD I want them to give a promotion like in Japan buy 2 games get 1 for free.
