When a baby was born, it was immediately put through the test, a way to judge if it was fit for society or not. Of course, if it passed, it would grow up, take the test again when they become a teen, then live a happy life. If not...well, let's just say, as shown by the massacre currently going on, the government wasn't afraid to kill anyone, even babies. Granted, the test for babies is more lenient, you'd have to essentially be the devil reincarnated to fail it, but the idea of it always struck fear into new parents' hearts
