You mean perfect IV's? EV's depend on the user's preference. You can check the IV's once you get the Pokemon in Kiloude City. ( In Pokemon Center, talk to the guy with purple hair ) <In Pokemon X/Y

He could post the EV's but that would be a waste of time. :p

i think i know what "perfect" (equally maxed in all areas) looks like. Would it be a massive yellow area around the blue base?

As @rawrrie said :) ,

You can check the IV of Pokémons in X and Y in Kiloude City.
And, in ORAS, you can check the IV of Pokémons in Battle Resort (In Pokemon Center, talk to the guy with greenish hair)

To check the IV of the Pokémon, access to Supertraining. There you will see yellowish thing, it will tell you the EVs of the Pokémons. A Pokémon can only have 510 EVs in total and 252 EV in one stat. Here is a random Google Pic as an example:-

Hope you have understood it. Also, if you want to know more about IVs and EVs, use Google. There you can find every information about it. :)
