It started a long time ago. Anytime you submit your Pokémon is fine. The end date hasn't been decided yet though.

No I used my last pen, and I don't have any pencils: they break so much...I stilt remember my original ideas and design
for the Pokémon.I just don't have one single pen!! Maybe I'll have to buy some

You don't have to do anything besides draw it, but you can add that kind of stuff for bonus points (sort of). You'll have a better chance of winning if you do extra stuff like that.
