I think what @PersonSP is trying to say is this:
Alright, you have a dude who has this awesome jutsu ability. In all the terms used above, the user is a wielder of that jutsu. If you take away the wielder, you're taking away the jutsu with them. The question was if you could take a weapon, not that you could somehow gain abilities to use as a weapon.
Example :
* Random sword made of water from a game. OK.
**A jutsu ability where the person creates water with the ability to slash akin to a sword. NOT OK.
Why was the second example wrong? It's because you're making large jumps in logic and twisting the original intention of the question. Jutsu first of all isn't a physical weapon. You use chakra (usually) to use them. Well shoot, now it's a weapon that requires spiritual energy and also knowledge and skill to use. Abilities are abstract. Abilities can be weapons, but the question states something physical.
There are ways to think of better physical weapons than trying to go beyond the bounds of the question. Anyway, that's my two cents.
