[eShop] Do you change your country to get away from paying tax?

I think that I did change my console to the general settings of which the guide said by Erixsan ( I think ) and though I never really found out because I only have 7 cents left in my balance so I guess I won't be able to check if it does really work . I think it will work though , hopefully :/

My country was not in list so I changed my country to usa as first to avoid tax while purchaseing things from eshop which will me to avoid additional things add to game or something that I buy from eshop. Hope this should not be illegal.
